CLASS SPECIFICATION

DEFINITION

Under the direction of the Assistant Superintendent of Business Services plan, develop, implement, direct, review, and evaluate the programs and activities in the Technology Services department relating to data management, district-wide computing and network resources, and use of electronic equipment, software, and computer peripherals.

TYPICAL DUTIES

Plan and direct the activities in the Technology Services Department relating to: the development, implementation, management, and on-going evaluation of the district-wide network infrastructure, telephony, voicemail, video, and data communications.

Provide for cabling, network configuration, file server configuration, setup and troubleshooting as necessary.

Direct the development and maintenance of all data systems, including feasibility studies, systems analysis and design, computer programming, conversion of data, information storage and retrieval management data controls.

Oversee the district administrative, human resources, financial and student information systems.

Provide for application training to end-users and technical training for technicians in the areas of computer hardware, peripherals, and software.

Oversee, develop, and implement systems which provide information sharing and data integration within the District’s disparate systems and between other educational facilities, outside agencies, the state of California and the federal government. As needed, perform a variety of operational services, including installation of equipment, network support and user support.

Establish district-wide policies, standards, practices and security measures to assure the integrity and reliability of computerized information, communications and systems.

Develop, implement, and maintain disaster recovery and physical security procedures.

Ensure information technology security, training, programming, data collection, and report generation activities meet the needs of the district and its educational and business operations.

Meet and consult with division and school administrators on the development, maintenance, and effectiveness of data applications; develop and maintain effective communication and working relationships with administrative divisions and schools.

Assist in the development and maintenance of the district technology plan.

Plan and develop department goals and objectives to ensure the technology-related mission and goals of the district are realized.

Review and evaluate products, methods, and procedures, and evaluate plan effectiveness, time lines, and employee performance. Forecast needs and requirements. Evaluate, negotiate, and aid in the writing of bid specifications for the development and/or purchase of all administrative hardware/software solutions. Develop and administer technology department budget and district technology plan budgets.

Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.

Perform other related duties as assigned. Manage information technology projects funded through various sources (i.e. bonds, State and Federal grants, E-Rate dollars).

DISTINGUISHING CHARACTERISTICS

Director of Information Systems plans, organizes, controls and directs the functions of the information systems in the District’s Technology Services department. An IT Engineer-Network performs the day-to-day maintenance of district-wide WAN/LAN systems and assists the Director in more complex upgrading, troubleshooting, and/or maintenance tasks. An IT Engineer-Server performs the day-to-day maintenance of district server systems and backup management and assists the Director in more complex upgrading, troubleshooting, and/or maintenance tasks. A Computer Technician II performs journey-level technical work required to assemble, install, upgrade, repair, and maintain a variety of multi-platform computers and peripheral equipment.

EMPLOYMENT STANDARDS

Knowledge of: Principles and practices of data processing program development, administration, and evaluation. Programming languages such as Java, Visual Basic, C/C++, database design and management, AppleScript, and common platform management applications. Principles and practices of, planning, design, installation, and maintenance of telecommunications systems. Operational characteristics and requirements of computer hardware and peripheral equipment. RDBMS platforms including Microsoft SQL, Oracle SQL, MySQL, and experience with related query and reporting tools; troubleshooting and resolving filter, firewall, and network configuration issues. Strategic planning and project management. Principles and practices of organization, administration and personnel management including supervision, training, and performance evaluation. Budget preparation and administration. Applicable federal, state, and local laws, procedures, and regulations. Customer service design, organization and operation. Effective communication techniques.

Ability to: Direct and evaluate the operations and activities of the technology services department including data systems, district-wide telecommunications network and the installation, repair, and use of electronic equipment, software, and computer peripherals. Develop and implement programs to accomplish goals and objectives. Oversee and participate, as needed, in the planning and development of departmental work plans. Plan, organize and direct the coordination, acquisition and use of computer and telecommunications technologies of the District. Evaluate computing requirements and user needs and advise on appropriate hardware and software configurations. Design, develop, implement, direct, review, and evaluate the strategic district-wide technology planning including instructional and administrative applications. Analyze strategic direction of district master plan for technology and information and provide solutions and future direction in support of plan and district goals and objectives. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Perform cost benefit analyses of current and proposed computer systems and applications. Assign duties, schedule training and supervise and evaluate the work of technical staff. Review and check the work products of others to ensure accuracy and adherence to standards, with emphasis on excellent customer service. Conduct regular training and in-service sessions as well as provide technical assistance to district personnel. Communicate effectively across the organization. Maintain current knowledge of technological advances in the field. Express complex ideas clearly and accurately both orally and in writing. Operate office machines and equipment. Conduct meetings and make presentations. Learn, interpret and follow District policies and procedures. Direct the maintenance of a variety of reports and files related to information systems.

Essential Physical Activities and Work Environment: Work is performed in computer workrooms, District and school offices and classrooms; job duties require travel and access between these various locations. Microcomputers and peripheral equipment typically weighing up to 40 pounds must often be lifted, carried, and/or transported. Employee must be able to read, understand, and follow complex written materials, read computer screens and diagnostic equipment, enter data into systems, hear and understand ordinary conversation, analyze and resolve complex technical problems, and explain technical issues and procedural steps to non-technical personnel. The job generally requires 50% sitting, 25% walking, and 25% standing.

Typical Background:

Bachelor of Science degree or equivalent, including coursework in computer science, information systems and business and/or related areas of study. Five years of experience in managing an IT service department, preferably with at least 2500 end-users, including the planning, implementing and supporting Microsoft-based server platforms and Cisco or HP/Aruba-based LAN, WAN, and Wi-Fi systems, or comparable routers/switching system components.

At least three years of experience in a middle management technology supervisory position in a school district or county office of education is highly desirable.

Knowledge of and experience with computer software including Microsoft SQL Server, Oracle, Microsoft Active Directory, and Microsoft Hyper-V technologies is highly desirable.

Equivalency Provision: Five years of director or higher-level experience, requiring independent planning and implementation of organization-wide information technology systems for an organization with at least 15,000 end-users, may be used to substitute for the educational requirement.

Licenses and/or Certificates: Cisco Certified Network Associate (CCNA), Cisco Certified Network Engineer (CCNE), and Microsoft Certified Solutions Expert (MCSE) certificates are highly desirable. Possession of a valid California Class C driver’s license and use of an automobile or proof of an equivalent mode of personal transportation is required.

Qualifications: In order to be considered qualified for a vacancy in this classification, a candidate must possess the required background and successfully demonstrate such background, knowledge, skills and abilities through an examination process.
