DEFINTION

Under general supervision of the Executive Director of Fiscal Services, plans, organizes, coordinates, supervises and participates in the preparation, processing and maintenance of the District's payrolls; trains, supervises and evaluates the performance of the payroll staff.

TYPICAL DUTIES

Plans, organizes, coordinates and oversees day-to-day operations of the payroll office to assure the timely and accurate processing of District payrolls, including employee absence management.

Adjusts workloads and assignments of assigned personnel in order to meet established timelines.

Evaluates payroll methods and procedures and recommends and implements changes as appropriate under the oversight of the Executive Director of Fiscal Services.

Researches, interprets and implements written and oral instructions related to union contracts, Education Codes, retirement regulations and County system rules; establishes procedures for maintaining updates as changes occur to ensure compliance.

Reviews and verifies payroll data and documents to ensure accuracy, completeness and compliance with District and County policies and procedures, and State regulations. Performs and supervises the calculation and computing of technical payroll data related to workers compensation, voluntary deductions, withholding taxes, wage assignments, levies and employee absences and ensures proper payroll adjustments as appropriate.

Prepares payroll-related reports for administrators, auditors, and other District and County departments. Ensures the maintenance of required records, files, and documents for proper calculation and documentation of certificated and classified payrolls.

Assists in the development and maintenance of personnel/employee attendance system, including training of school office and payroll personnel on processes, protocols and applicable technology.

Oversees and participates in payroll processing including computing and adjusting pay, auditing time sheets, preparing payroll transaction codes, and balancing, and recording employees' deductions, additional pay, absences, and retroactive payments.

Prepares and compiles various information and reports relating to negotiations; Assists with the updating and maintenance of salary schedules and computes retroactive payments following negotiations.

Communicates with District and County personnel to resolve payroll issues. Informs District personnel of payroll procedures, issues and timelines; responds to payroll-related questions. Researches payroll records in response to inquiries from employees, County and state agencies and court subpoenas.

Coordinates payroll activities with school sites and departments as needed.

Performs other related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This position oversees, supervises and participates in the payroll processing and record keeping function for the District. Trains, supervises and evaluates the performance of assigned personnel. Assists employees with payroll-related problems.

EMPLOYMENT STANDARDS

Knowledge of: Payroll processing and accounting methods and procedures. Applicable Education Code sections and State and federal regulations concerning payroll processing, including bargaining agreements, tax codes, and the State Retirement Systems. Commonly used computerized payroll and budget software, including spreadsheets, databases and reporting, bargaining agreements. Data processing terminology and payroll applications. Principles of supervision and training. Modern business office practices, procedures and equipment. Correct English usage, spelling, grammar and punctuation.

Ability to: Plan, organize, coordinate, supervise and participate in processing District payrolls in compliance with established timelines, regulations and procedures. Read, interpret, apply and explain complex policies and laws, rules, and regulations related to payroll, leaves, claims and other transactions. Calculate, analyze, compile, verify, reconcile, summarize and interpret complex financial data accurately and efficiently; use good judgment in resolving problems, prioritizing work, and informing supervisor of actions taken; explain concepts and regulations in ordinary conversations and formal and informal presentations; maintain the security and confidentiality of personally sensitive payroll information. Train, supervise and evaluate the performance of others; prepare reports. Assist in developing automated payroll systems and procedures, including training; establish and maintain cooperative and effective relationships with individuals at all levels inside and outside of the organization especially in sensitive or difficult situations. Communicate effectively both orally and in writing. Work efficiently with constant interruptions. Ability to understand, work with and process different payroll software for payroll and employee attendant management. Work independently and reliably with minimal direction. Operate a personal computer and peripherals for data collection, analysis and reporting. Handle multiple priorities effectively. Operate Excel at an intermediate level. Operate a 10-key calculator by touch.

Essential Physical Activities and Work Environment: Work is performed in a District office setting, while sitting for extended periods of time at a desk or computer workstation. Must frequently travel to District sites and/or meetings outside the District. Needs sufficient visual acuity to read regulations, written records and reports and computer screens all day; sufficient hearing to comprehend ordinary conversation in person or on the telephone; sufficient clarity of speech to be understood when explaining concepts and regulations in ordinary conversations and formal and informal presentations; needs physical ability to operate a computer; must have stamina to work overtime during peak periods and year-end closing; must be able to lift and carry 25 pounds to store and retrieve archived data in storage boxes. Generally the job requires 80% sitting, 10% walking, and 10% standing.

Mental Functions: Sufficient ability to interpret and communicate fiscal or legal regulations, analyze financial or statistical data and to resolve payroll related issues.

Typical Background: Any combination equivalent to: graduation from high school supplemented by college-level course work in accounting, bookkeeping or related field and three years of increasingly responsible payroll experience in a computerized environment, including one year in a lead, supervisory or senior capacity. Payroll processing and/or accounting experience in a school district or other public sector agency is highly desirable.

Licenses and Other Requirements: Valid California driver's license and transportation.

Qualifications: In order to be considered qualified for a vacancy in this classification, a candidate must possess the required background and successfully demonstrate such background, knowledge, skills and abilities through an examination process.
