DEFINITION
Under general supervision of a Human Resources administrator, to train, supervise and evaluate technical and clerical staff performing specialized personnel functions; to plan, organize and perform specialized work activities within a human resources division, including but not limited to the hiring and processing of employees, employee contract development, employment transactions and position control, substitute coordination, and employee leave activities; to develop and oversee departmental processes and workflow; to coordinate with payroll staff in ensuring the issuance of accurate employee wages; to plan and execute special projects; and to perform related duties as assigned.
TYPICAL DUTIES
Coordinates, oversees and supervises technical and clerical staff in the completion of a variety of specialized activities, including but not limited to hiring, the development of employee contracts, employee processing and onboarding, employment transactions, position control management, and substitute employee placement; plans, organizes and assigns tasks and projects, establishes priorities, and monitors staff workload to meet established timelines and support department goals; and provides professional-level support to a variety of other specialized human resources activities such as recruitment and selection projects, employee retention efforts, credentialing requirements and reporting, retirement reporting audits, and the New Escondido Teacher Supports (NETS) program.
Supervises and evaluates assigned technical and clerical employees; develops and implements training of departmental staff members; interprets and advises staff on regulations, policies, and operational procedures; guides and supports staff in resolving novel or unique situations; and compiles and generates training materials and resources, as well as standard operating procedures.
Administers a variety of specialized databases to ensure accuracy of employee information and statistics; oversees and monitors position control/payroll system transactions and workflow approval to ensure accuracy of employee pay; generates required reports and queries; and manages auditing processes.
Acts in a supervisory role on behalf of human resources in coordination with the Payroll Supervisor to ensure employee wages, stipends, leaves, and similar data are correctly processed to result in accurate employee pay; coordinates with payroll department to prevent and resolve pay inaccuracies; and develops additional information tracking and communication methods to ensure accurate payroll processing as needed.
Administers and monitors paid and unpaid leaves in accordance with State and federal regulations, collective bargaining agreements, and district policies; interprets new and existing leave legislation relating to a variety of leave types, including that pertaining to the Family Medical Leave Act, California Family Rights Act, Pregnancy Disability Leave Act, military leave, extended and differential leave, industrial leave, and sick leave including but not limited to that specified by CA Assembly Bill 1522; conducts preliminary review of employee medical restrictions and accommodation requests, and represents the department in attendance at Interactive Process Meetings, as assigned; coordinates with risk management staff regarding a variety of sensitive issues relating to industrial accidents and illnesses; and oversees the preparation and dissemination of necessary forms and documents.
Interprets and explains rules, regulations, codes, policies, procedures, collective bargaining agreements, and other technical or complex information to employees, candidates, administrators and community members; assists and advises administrators regarding a variety of activities to ensure compliance with Human Resources-related procedures and requirements; communicates on a wide variety of topics with union leadership, administrators, and others as assigned; liaises with attorneys, investigators and consultants as directed; and takes necessary measures to ensure confidentiality of sensitive information.
Generates and prepares narrative and statistical reports containing a variety of data for submission to governmental agencies, District administration, and union leadership; oversees and participates in the drafting of independent agency agreements, professional services agreements, board agenda items, and departmental budgets; coordinates departmental response to subpoenas, public records requests, and other sensitive requests for information; researches and compiles data from a variety of sources for the purpose of drafting recommendations and proposals; and develops and composes a variety of documents such as guidelines, policies, memos, correspondence, summaries, reports, training guides and logs related to assigned activities.
Directs and monitors human resources activities to ensure adherence to federal and State regulations, County Office of Education guidelines, district policies, and best practices in human resources management; researches pending legislation impacting assigned areas; gathers information relating to bargaining activities; serves as district liaison with representatives from other agencies such as colleges/universities, California State Teachers’ Retirement System, and the California Employment Development Department; and responds to requests and inquiries relating to the functions and activities of the department.
Establishes procedures for maintaining a wide variety of documents and files in accordance with records retention requirements and best practices; updates collective bargaining agreements upon completion of negotiations; develops and updates paper and electronic forms; and secures records and files in accordance with established policies and procedures.
Performs a variety of special projects in support of division goals and responsibilities; coordinates and manages a variety of activities and programs across departments and with external organizations as required; prepares information and leads orientations and presentations to employee groups regarding a wide range of topics; and conducts and participates in staff meetings as assigned.
Performs related duties as assigned.
DINSTINGUISHING CHARACTERISTICS
A Personnel Operations Supervisor is a supervisory assignment characterized by a high degree of specialized knowledge for applying personnel laws, rules, and procedures, responsibility for supervising a large group of clerical personnel in personnel-related technical and clerical functions, maintaining and overseeing several specialized personnel databases to ensure accurate processing of employee wages, and assisting with complex and sensitive personnel projects. A Payroll Supervisor supervises and participates in employee payroll processing activities, and trains and evaluates assigned personnel. An Accounting Supervisor performs professional-level accounting work, coordinates and oversees accounting activities, and trains and evaluates assigned personnel. A Personnel Analyst II independently performs highly specialized professional personnel activities.
EMPLOYEE STANDARDS
Knowledge of: Laws, codes and regulations such as those relating to the Fair Labor Standards Act, Equal Employment Opportunity Act, Family Medical Leave Act, California Department of Fair Employment and Housing Act, California Family Rights Act, California Department of Labor/Industrial Relations, California Occupational Health and Safety Act, Health Insurance Portability and Accountability Act and California Education Code; policies relating to agencies such as the California Commission on Teacher Credentialing, California State Teachers Retirement System, California Public Employees Retirement System, State Unemployment Office, and the San Diego County Office of Education; board and district policies; collective bargaining agreements and side letters of agreement/memorandums of understanding; best practices and procedures relating to a variety of human resources/personnel activities; basic payroll concepts; supervisory principles and practices; common word processing and spreadsheet software programs; specialized databases such as the County-office personnel/payroll system; and correct English grammar, vocabulary, and composition.

Essential Physical Activities, Mental Activities and Work Environment: With or without reasonable accommodation, incumbents must have sufficient visual acuity to read written communications, printed materials, and data on personal computer screen; sufficient hearing to comprehend communications in person, on the telephone and via videoconference; dexterity of hands and fingers to operate a computer, other office equipment, and write legible reports; sufficient clarity of speech to explain regulations and procedures by telephone and in person; sufficient mental ability to understand and apply regulations and procedures, analyze and organize data, and learn software applications; sitting for extended periods of time; moving between various offices; bending, stooping, crouching, kneeling, and reaching to store and retrieve files, binders, and other records; lifting and carrying documents, books, and supplies weighing up to 25 pounds. Generally, the job requires 60% sitting, 20% walking, and 20% standing. The job is performed indoors under minimal temperature variations in a generally hazard free environment, and in a clean atmosphere.
Typical Background: An Associate in Arts or Associate in Science degree and at least three years of highly-skilled technical or professional personnel/human resources related experience which included the generation of reports, utilization of complex databases and advanced spreadsheet development.
A Bachelor’s degree in human resources, public or business administration, communications, behavioral science or another closely related field is preferable. Prior work in a lead capacity and/or work experience in a public agency are desirable.
